They're not supposed to be used "bare" the way most of them wind up being installed. The fucking things are supposed to be housed in enclosures with a diffuser to soften and properly spread/scatter the light better. That includes cop car light bars, but the faggots never bother with it. Street lamps in particular are supposed to include diffusion -- fucking halogen and xenon gas bulbs are far brighter than LEDs and never caused these problems because they were installed with diffusers.

I don't really count Egypt as an African nation. Sure they are on the continent but they are most involved with their Mediterranean and middle eastern counterparts and largely isolated from most of Africa because of a big fucking desert. Kinda like how Russia is technically in Asia but are most affiliated with the Europeans due to the Russians dealing with their western neighbors more than their eastern neighbors.
It's difficult to say how much climate difference between those areas were back then before recorded history along the Nile, but I agree in general. The north Africans of Egypt were moreso part of the fertile crescent/mesopotamians than the upper Egypt zones in the south, much less to Nubia which was probably the most southern in Africa (and truly black) that the bronze age peaks got to.

They allow mail-in votes postmarked up to and including election day, which means ballots can arrive up to 7 days after election day (this is for the LA mayoral race, I'm not sure about state. I assume it's up to each individual county). So they count votes for at least 7 days past the actual election day. They also have to manually inspect signatures (in theory, at least) which further delays things. Obviously no idea on if they do or not the second part, but if someone votes i.e. 1-2 days before election day (or election day even) by mail, which I assume is a lot of people, it's kind of up to USPS on how fast those ballots get added to the general tally.
