Maybe it might happen at some point but I'm not sure if the American military buildup near Cuba is adequate for such a task just yet. The USS Nimitz and its accompanying strike group did just arrive to the Caribbean just a few days ago though.

A large amount of troops and equipment could be in place in a matter of days. It's so close to Florida that The Air force can fly direct, and the army too. Soft target like cuba would be a great target for a air insertion. Drop the 82nd and 101st (~20,000 paratroopers) into the plantation lands to secure the beach for a follow on invasion. AA defenses are light and a SEAD mission preceding the drop could suppress it easily.

It can happen relatively fast if the government deems it necessary, I just think that it won't happen today in particular.

A DA refusing to prosecute a crime does not trigger double jeopardy. A mayor wanting to make a point could have the police re-arrest the offender and slow walk them through the process so the perp sits in holding and DA doesn't get a chance to let them back out onto the streets again. Over and over and over again, each time making a big deal about it in the press.
