A government that is truly secular would not make claims of territorial significance based on biblical account. But to wit even if they were truly secular, secularism isn't the same as secular humanism. A secular government can still have ethnic relationships and loyal religious jews securing (and in the process populating) territory benefits the government of Israel the same manner in which Chinese or Japanese or Russian homesteaders technically in a different country beginning to homestead it benefits those host nations. It's not an unheard-of phenomenon for territory to be marked via homesteading. See the history of Texas in the United States for more information, if you need to.
