Unless Iran has a totally separate power grid for its military’s energy needs (it does not, no one does. The Russians did at one point in time but not now) nearly every power plant can reasonably be considered a legitimate target. The nice thing to do would be to alert staff beforehand so they can evacuate but it’s not required, and since Iran is using its own people as human shields is a moot point.
