The real danger of a broken or damaged gas line is the danger of a conflagration. Other than that, if it is in the open, like in the street, like they mention then as long as people stay away from the gas leak they'll be fine, again, the real danger is a conflagration until the city services shut off that line and nearby places are vented, just to be sure.
