You know you can solve this problem by improving and or reorganizing law enforcement right? I'll provide you an example, NYC is a dump because the NYPD is literally told to just let crimes happen; the subways existence and functionality does have an impact but it makes more senes to tackle the largest issue, the incompetence of the police, first. Once you do that, how extensive your public transit is really stops having much of an impact on crime rates and the next problem is fare evasion and the homeless turning the trains into shelters. Once again, you have to improve law enforcement and add some rules on the train like no sleeping or bringing extremely large items.
Given the transports that went to Israel and Jordan, we may be moving Special Forces units in, but there just isn't a logistical build up going on for a ground invasion. The MEUs moving into the region can operate in some capacity, but if we were building up for an actual boots on the ground invasion, the build up would be obvious.
