Valve also added a new option that reverses every trade you've made in the last 7 days that gives you a 30 day market cooldown. Afaik he used to use csfloat, if he's asking about dmarket now there's a good chance he bought something on csfloat, decided he wanted the money more than the item later and reversed the trade. I believe float permabans you for doing that but still lets you withdraw your balance.
