It is likely that he's not literally a spy, but it is not that far-fetched either. He fits the profile of an asset. Edit: I should add some additional context in the concerns of fairness; Obama/His administration very likely reached out the Iranians because of concerns of the Iranian government collapsing due to growing internal unrest. the US didn't like the IRGC but they at least understood the game had rules, there was very real concern that Iran would collapse or balkanize if the situation wasn't stabilized; the nightmare scenario was a Sunni group like ISIS getting access to HEU - remember ISIS was still holding territory in Iraq and Syria at the time. So cutting a deal to stabilize Iran in the interests of the region not falling to chaos was not completely out of line. The abysmal terms Obama accepted to do so were.

The trainer craft Iran foolishly took to the skies with were in their posession to prepare them for an order they placed with Russia for something like 50 Su-35SE that they had not yet received and had a delivery schedule from 2026-2028.

So it's less them "hiding aircraft in Russia" and more that the aircraft had just not yet been delivered to them from Russia (if any of them are even built yet)
