IIRC something like 2/3rds of the Soviet POWs taken early in the war died by the end of 1942, and they couldn't have all been Jews and/or commissars. Things like the Hunger Plan (specifically intended to starve Slavs to death on top of feeding Germans, and indeed causing famine in places like Ukraine which had already been devastated by the Holodomor) also would have been obviously massively counterproductive to Rosenberg's plot to turn the peoples of the Soviet Union against Stalin, yet they were implemented regardless.
