The difference is that you look at regime change as regime change + setting up a new government while I look at regime change as removing the regime. Remove the threat first, deal with the rest later.

I dunno man. I just don't see Cuba, Venezuela, or Iran as a threat to the US. Cuba cannot keep their power grid online and their airlines running. The US just black bagged Maduro. Iran is on the other side of the world, we bombed their nuclear program, and they were powerless to retaliate. Going to full on war against them just seems like a waste.

I would also say the Maduro thing and Iran nuclear program thing are fairly proactive either way.
