True Detective. Meets all the criteria. It's a real shame they only made one season.

Patriot is up there too. There's an ugly out of place nigger shoehorned into the second season, but, while irritating and distracting, it's a minor role, well overshadowed by all the other characters.
 
Hmmm, is Columbo a Gary Stu? If not then certainly a contender.

I've been meaning to rewatch Mad Men because its been a long time but off hand nothing is coming to mind that immediately disqualifies it. Same for The Wire.

I'm not sure stuff like Band of Brothers or The Pacific can really count since they're miniseries and based on true stories.

M*A*S*H was great but probably a bit too long running and sitcomesque to qualify. Another classic potential contender could be the 1957 Zorro TV series.
 
Breaking Bad kinda of stole the anti hero thunder from The Shield. Still holds up. Excellent series most people seem to have forgotten.

Second place, The Wire.
 
Poirot and Jeremy Brett's Sherlock Holmes are honestly some of the best television that's ever existed.

But I wouldn't say the characters really develop over time; if they changed, they'd stop being Poirot/Holmes, after all.

Alternatively, "Stargate SG-1" up to the end of Season 8 or so when the Farscape crew takeover.

It was honestly probably the best show there has been for a depicting a world that meaningfully develops and adapts to the characters learning more about the galaxy, or acquiring new technology (especially compared to Star Trek, which was notorious for inventing a new tech one episode then never mentioning it again).

I really can't think of another show that fleshes out it's world as much as SG-1 did. They go from modern-day US military barely holding their own in a gunfight with aliens, to humanity having its own fleet of FTL spaceships and being a major political faction in the galaxy by the end.

And the characters are both well-developed at the start and still grow over the course of the show.
