yes, if you are in a position where you have been detained, and you are not free to leave, literally every single lawyer and advocacy group will tell you the correct thing to do is follow every single command given by an officer, and because you don't even know what they're going through, your best bet is to stay hands up at 10 and 2 on the wheel until told to reach for anything.

The same is true if you are out of a car. when you are detained, the safe thing to do is put your hands on your head, abide every command given, and keep your hands VISIBLE to the officers, because it has already been established that officers are LITERALLY trianed to shoot first if you begin acting in a way that could imply reaching for a concealed weapon, yes.
