More than likely they are using the stock app that has the stock settings of either "optimal" or whatever low shit setting is applied. On Android the default is 720x480 but on iPhone it's SUPPOSED to be 1080. You usually tend to get better results with 3rd party-apps. I doubt they were live-streaming this, otherwise I'd say it could be their connection sucks since they are using mobile data. Apparently on some phones if it's too bright outside that can also fuck-up picture quality, but I'm not really savvy when it comes to that kind of crap.

Personally, I don't see it. The guy disarming him is almost completely over him, and if you compare with the other angle, there's also another LEO leaning over him too, then the shooter is above both of them, I seriously doubt we can see from these POVs that are far away what the shooter is seeing.
