You can also see him lift up the guy's shirt in the video which could possiblely be where he grabbed the gun. A second after he leaves the first shot takes place.

There's no need for federal troops and it would be stupid to have them stand out in -10 degree weather to "keep the peace". Trump isn't worried about a judge nixing an invocation of the insurrection act, since it's well established law and he can always take it to the Supreme Court if neccessary. And he has pardon powers and controls the federal law enforcement apparatus so he's not worried about any arrests of his people.
