In these blue states, the Police are told not help, not to do prison hand-offs, and a lot of the time, these criminal savages are released from prison without ICE or Border Patrol ever being notified that they were in custody.

From what I understand, at least in Minnesota, ICE/DHS administrative warrants are completely ignored by Minneapolis and St. Paul police, but the Minnesota Department of Corrections does honor them and does do handoffs. This means that for ICE to "legally" receive someone from custody in Minnesota, they must be already arrested, convicted, and sent to prison.
