Haggling is a poverty behavior. The opposite of haggling is wealthy people paying a premium on everything, via having agents and gophers acquire stuff for them, never interacting with merchants and salespeople at all, let alone begging them for deals. It's not worth the time, effort, confrontation, and so on to save a few <dozen/hundred/thousand> dollars if you have enough dollars coming in anyway.

The claim that White people don't haggle is particularly stupid when dealership laws written in the 50s-70s force you to buy a new car from a dealership which never charges two people the same price for the same product.

It has everything to do with the price tag. Your car is your 2nd-largest purchase behind your house - which you're also expected to "haggle" over. There's a big difference between negotiating tens/hundreds of thousands of dollars in a bank setting and arguing over fifty cents on the street, or worse trying to convince the cashier at Walmart.
