That’s probably the most likely outcome. Depending on how the ruling is worded, they could effectively limit it to such a narrow scope that it’s in all but name eliminated. Honestly, a ruling like that would probably piss off Democrats more because on the outside it would look like a win, but in reality translate to decades of abuse being undone.

I wish that were the norm (the only exception being the Bill of Rights). It would get rid of a lot of abuse where politicians claim it’s an emergency, yet never give up the emergency powers long after the crisis is over. The most recent abuse I’ve seen with this was governors during COVID, but they got bullied into loosening restrictions because it eventually hurt their economy severely.

The North was willing to come to the table but they were not willing to withdraw their troops from Cambodia, which pretty compromised any defense of the South from a conventional invasion from the get-go. The South was able to fend off the first invasion in 1972 without American ground troops but with American air support, something that was cut off entirely by congress in 1975. The US figured they could solve the Cambodia question without putting additional boots on the ground by backing a pro-American coup and proceeding to bomb the border regions with Vietnam to try and interdict the flow of troops and supplies south but this just ended up backfiring horribly when the North instead put the Khmer Rouge into power.
Congress cutting war funding due to pressure from the anti-war crowd at the time is a big reason why the Fall of Saigon was such a disaster. The original evacuation plan for the South Vietnamese included far more planes to carry them to safety, but the budget cuts made helicopters the primary evacuation transport. It made the evacuation much slower and with far fewer South Vietnamese being able to escape. A substantial budget would have allowed for a safer evacuation for both South Vietnamese and Americans in the war zone.
