The debt and deficit aren't the same thing. It was still $5.56t which was considered awful. The problem with all the money that gets spent on education ends up not in teachers hands, not in the lunch ladies heck in some states its not even the sports programs.
It ends up squarely in the hands of "The school Administration" you know school Administration's that love to skinwalk themselves as teachers even though most of these admins haven't stepped foot in a classroom in years if at all.
They tend to have their "staff development days" and overpriced tax payer paid trips to conferences and nice luxury resorts meanwhile your schools are failing.
Again nearly every broken school system can be traced to fraud within the education system.
