This is completely wrong. There were several things the officer did incorrectly before he ever put a finger on the gun.

Officers are not trained and are not advised to stand in front of a car. They are taught to approach at an angle so as to not be in the line of the car should the suspect run. The officer wanders around the right side of the car, he could’ve stayed at her right window, he could’ve approached at an angle like his other officer.

Officers are not advised to use deadly force unless absolutely necessary. His immediate response was to blast her. No warning, three times. When a suspect is fleeing in a vehicle you are not supposed to shoot as that runs the risk of hitting someone else. You’re supposed to, as civilian self defense law holds, make a good effort to remove yourself from the situation. As is plain from the video, he had done this by taking two steps to the side, her wheels were not in his path, he had no risk to life and limb. Even if you want to debate the scenario for the first and second shot the third shot is an execution shot at a range where he is in no danger.
