The federal charges were for civil rights violations, he was charged by the State with Floyd's death. By not pardoning him, Trump can keep him in a federal prison in Texas with more protection. If he pardoned him, he'd still be serving 22 years in a State facility back in MN and probably be dead in a few hours.
