One thing Americans don't understand about Third Worlders is that in shithole countries, the government is usually nothing better than a front for a gang. They don't see following laws as any kind of moral imperative. You maybe follow laws because the current gang in charge might care, but they probably don't if you pay a bribe or aren't really irritating anyone important.
Like if an American opens up a restaurant, usually the first thing we say is, "What are the local ordinances I have to follow?" A third worlder will just wheel out a grill, set it up on the sidewalk, and start cooking and taking orders. Libs just see the result, say "mmm yummy yummy food carts," and don't think at all about the underlying lawless attitude. They become hotly angry if you bring it up because observing that 3rd worlders don't care about laws sounds like racism to them.
But it's why you just plain cannot have a society of laws and mass immigration from the 3rd world. Their whole way of living is divorced from even the concept of law. It's like the problem with Italian immigration amplified tenfold.
