In civilized societies, a school assembly would be called in the Gym, the two miscreants would be tied to a post, and the resource officer would proceed to beat them in front of the other students.

They would then be untied and told to go back to class. If they can't stand, they would be checked by the nurse. And then sent back to class if they are not at risk of death or permanent injury. And that would be the end. Nothing more said and no paperwork.

If they act up a second time they are just expelled, and denied any further education for the rest of their life. They can go dig a ditch somewhere and stop being a nuisance for the students who actually want to learn.
