If you pack it right (I'm not going to pretend this is easy, I still screw up since I only find time to smoke every few months) you can set it down for a while and if it goes mostly out but still has just a bit of smoke you can revive it from being nearly extinguished with persistent puffs.

I am hard pressed to see how this can be construed as seditious conspiracy because the statements don't specify specific military orders, just nebulous "illegal" ones.
