The point of the redistricting is to make the margins safer and create new red districts. So a purple, toss up district that is like +2 R, gets redrawn to be >+5 R, while including the maximum amount of Dem real estate possible without putting them in striking distance of a win, effectively disenfranchising those Dem voters. Blue district boundaries are then redrawn to include the highers concentration of Dem voters possible while minimizing the number of Red voters inside the boundaries.
