It's not that. The real answer is primaries. 83% of House seats are non competitive, so the "real" election is the primary. In the United States, 55% of voters are registered Independents, meaning that, in the vast majority of the country, the elections are decided by only the most hardcore ideologues. The system, as it exits, rewards extremism. Only about 15% of Congressmen will cross the aisle because that's the only 15% that actually have to build and carry a broad coalition of moderates and independents to keep their seat. To make matters worse, Trump is pushing for harder gerrymandering, and the Democrats are responding with their own gerrymandering. It's awful. The US ballparks about a 60% turnout in major federal elections, and 55% of voters can't vote in the elections that matter, so, on effect, 83% of House elections are determined by 27% of the population, which is fucking bonkers nutso shit.

This is a reminder that in the most recent studies done, 80% of Americans hold the same values to be important, but 70% of Americans believe "the other side" does not hold the same values. This is because most people can go weeks, months, or years without interacting with another human being that may have a different opinion to theirs. This is explored extremely deeply in Robert Putnam's "Bowling Alone," which explored how social capital and national unity are undermined by the collapse of participation in non-partisan casual civic groups like churches, the Masons, and even bowling leagues, hence the name. It's a serious problem of under-socialization.

So to anyone who is a SNAP beneficiary at home who needs that assistance, and the president was just saying this is for people who are truly needy, who need food, who need this assistance from the United States government. Democrats are holding it up and making it difficult for the administration to get those payments out the door. So if you are at home and you want your SNAP benefits, call the Democrats and tell them to reopen the government.
