You're not understanding the issue. The Fed can print a billion dollars, and none of it can be used to fund SNAP currently because Trump doesn't receive SNAP money from the Fed; he gets it from the Treasury, which requires congressional approval.
Edit: To answer obsdj, yes, the judge did say that, and that's actually the only other thing Trump can possibly do, which is to take money from other federal programs. However, this runs into its own legal issues, and the money Trump will receive from such programs won't be enough.

I think that is Trumps plan: He is going be maliciously compliant and asked the judge/courts how he could do this legally. I'm guessing what ever solution they come up with won't actually be legal and Trump will just respond with "I can't do something that is breaking the law no how much you want it".

They could make such an order and nothing would happen to them. You shouldn't need to appeal for a stay. It's a procedural roadblock to buy the Dems time.

It's not going to happen. Months ago the Supreme Court ruled that nationwide injunctions like this one are not legally valid and are unenforceable.

Which will be easier said than done, from the looks of things. It's a position of authority with really tightknit protection from consequences. The points about the system being designed with a standard morality and good faith in mind are very relevant. From what I understand about it all, there's a level of innocence to the design that doesn't hold up someone wants to abuse it.

NIgger child me if I'm wrong but reading through what Trump said about SNAP, he's only tossing it back to the court knowing that they won't have a real answer. Because they didn't lay out 'how" the funds must be acquired and distributed.

He instructed his lawyers to head to the court so that the judge can explain what mechanism the administration 'must' use to distribute the funds. Which to my understanding there isn't for several reasons beyond just the shutdown. The court gave an order that he doesn't have the means to follow and they aren't going to enforce. Basically nothing is going to happen but impotent lip flapping and political theater. SNAP will remain frozen and Trump is pretty much just going to shrug and claim he tried his best to comply but it's not in his/executive control.
