A live artillery shell exploded prematurely during a marines live-fire demonstration that launched over a southern California freeway in celebration of the military branch’s 250th anniversary, raining shrapnel down on a California Highway Patrol vehicle and a motorcycle that was part of JD Vance’s detail, according to a police report.

The New York Times reported that fragments that fell from the 155mm shell landed on vehicles parked on a ramp on Interstate 5 – a major artery through southern California – which governor Gavin Newsom had ordered closedafter learning that military officials had no plans to close the freeway.

Vance, a Republican and former enlisted marine who served in Iraq, visited the base in north San Diego county with defense secretary Pete Hegseth to celebrate the Marine Corps’ 250th anniversary and watch troops put on a show of amphibious vehicles and marines demonstrating a beach assault.

An officer described hearing something that sounded like pebbles hit his motorcycle and the area around him, according to the patrol report. Others saw a 2in (5cm) piece of shrapnel hit the hood of a patrol vehicle and leave a small dent. The report says shrapnel was also found on the road near the motorcycle.

The CHP closed a 17-mile (27km) stretch of the highway for periods before and during the Saturday exercise, in a surprise announcement early on Saturday morning. The last-minute closure caused severe traffic delays on Saturday morning and early afternoon.

The exercise was canceled after the shell prematurely exploded, CHP said, and the area was swept for shell fragments but none were found. A spokesperson for the Marine Corps at Camp Pendleton told the New York Times that the corps was aware of the CHP report and that an investigation was under way.

Newsom had strongly objected to what he called an “absurd show of force” and “totally uncalled for”.

“The president is putting his ego over responsibility with this disregard for public safety,” the Democratic governor said in a statement. “Firing live rounds over a busy highway isn’t just wrong – it’s dangerous. Using our military to intimidate people you disagree with isn’t strength – it’s reckless, it’s disrespectful, and it’s beneath the office he holds.”

US marine officials had said there was nothing unsafe about the exercise at Camp Pendleton, where firing artillery is a routine occurrence, and that it was unnecessary to disrupt traffic on I5, which is the main highway along the Pacific coast between San Diego and Los Angeles.

“This was an unusual and concerning situation,” said Tony Coronado, California Highway Patrol’s division chief, said of the incident on Saturday. “It is highly uncommon for any live-fire or explosive training activity to occur over an active freeway. As a marine myself, I have tremendous respect for our military partners, but my foremost responsibility is ensuring the safety of the people of California and the officers who protect them.”

State transportation officials ultimately made the decision to close the freeway after practice firings Friday evening and a request from event organizers for signage along the road stating “overhead fire in progress.”

“This is all because of the White House-directed military event, that for the safety of the public, we need to shut down the freeway since they’re sending live ordinances over the freeway,” Matt Rocco, a California Department of Transportation spokesperson, said.

The I5 closure caused significant backups for those commuting between San Diego and Los Angeles. The freeway carries 80,000 travelers and $94m in freight through the corridor daily, according to the governor’s office. Passenger rail services running parallel to the I5 were also canceled for the afternoon.

Representative Darrell Issa, who represents a district east of the base, called it “a spiteful publicity stunt” by Newsom.

In a statement to the New York Times on Saturday, a spokesperson for Vance, William Martin, said Newsom misled the public about the safety risk.

“If Gavin Newsom wants to oppose the training exercises that ensure our Armed Forces are the deadliest and most lethal fighting force in the world, then he can go right ahead,” Martin said.

Newsom posted on social media on Sunday: “We love our Marines and owe a debt of gratitude to Camp Pendleton, but next time, the Vice President and the White House shouldn’t be so reckless with people’s lives for their vanity projects.”

Nationally, no one cares about this. Locally, people are going to be more upset that the interstate was closed.

Strange how this artillery thing is pretty regular, but the one time that Newsom shuts down the I-5 there's a "premature detonation" incident..

CAMP PENDLETON, Calif.— The California Highway Patrol (CHP) published an internal report on an incident that occurred on Saturday, October 18, in which metal shrapnel from explosive ordnance fired over the Interstate 5 freeway detonated overhead prematurely, striking and damaging a CHP patrol vehicle. The incident happened in the area where CHP officers were supporting a traffic break along I-5 near Camp Pendleton during an exceptional U.S. Marine Corps live-fire training demonstration over the freeway, and where the CHP had elected to stop traffic during the live-fire exercise.

Although no injuries were reported, CHP personnel immediately notified the Marine Corps at the scene, who then canceled firing additional live ordnance over the freeway, and the area was swept for further evaluation. The CHP has filed an internal report on the incident, with a recommendation to conduct an additional after-action review into the planning, communication and coordination between federal, state, and local government around the event on Saturday, October 18, to strengthen protocols for future demonstrations and training events near public roadways.

The mission of the CHP is to provide the highest level of Safety, Service, and Security to everyone in California.

But my take, is this shit is fake as hell and Newsome is just trying to cover his ass for closing the freeway down. I was there among the young jarheads yesterday and from what I could tell nothing was amiss. A vehicle's body also wouldn't be dented from a "frag" it would be ripped. They're saying that they searched the area and only found 3 pieces with two being 2 I chest and 1 being 1 inch. If it detonated in the air there should be thousands of tiny fragments all around the car...not 3. As far as I know they also would not be that big (but don't quote me on that).

I don't know. The Corps said they are going to investigate. And the Marines investigate everything. You can bet part of that investigation will be looking at the fragments the vehicles, and everything connected to get to the bottom of it. It might be

it doesnt look metallic enough and there would be alot more damage if one exploded above the freaking road.
this looks like some kind of rock or old fragment from something.
sounds to me like they hit the target and sprayed the road with shit from the target zone or had dirt in the barrel.

Where they said they were Las Pulgas road exit is FAR from the range they were firing at. My first thought was rock also or possibly something from another vehicle or other jarhead gear. While the off ramp is paved, and paved all the way to the las pulgas gate, there is a right turn that you can make onto Camp Pendleton that is usually blocked off by a moveable rail gate that is just dirt and gravel. I have a feeling they were behind the rail gate and just found some junk on the ground or another vehicle kicked something up. I've seen both Military police, border patrol, and occasionally civilian LEO'S behind the rail gate before making sure no one tries to turn left.
That exit is the last exit and turnaround point before you hit that 17 mile stretch of highway that gets absolutely fucked up by traffic daily, where it sometimes takes 2+hours to get through. So when its really backed up, people get off there and try to cut through Camp Pendleton and get turned around and have to go back north on the 5, get right back on the 5 to wait some more, or try to make that right turn past the rail gate. I am so glad I have base access and can actually cut across the base.
 
Why was the demonstration at Camp Pendleton and not in Philadelphia, the birthplace of the Marine Corps? I get it can't be at Tun Tavern because it's long gone and I-95 is at the original site, but Tobyhanna Army Depot is a former artillery range and right outside of Philadelphia. Or on the Biddle Air National Guard Base? Just bring in your Marine gunbunnies and guns and go to town with them on your birthday celebration.
