I'll defend some of the students, colleges make you take a certain amount of Gen Ed. classes and this very likely can be counted towards their gen ed credits, at least when I was in college there were some psych classes that counted. If it's an easy/fuck around class (which it very likely is) then word will spread around and everyone will know to take it at a time when they have harder classes that they actually have to care about so they have 1 less worry for the semester. It probably doesn't have strict prerequisites either, maybe just psych 101 which they probably all take anyways.

By entrusting Vance with Presidential duties, he is giving him important first-hand experience in international diplomacy while padding out his resume to show the base that he has what it takes to be President. A big issue Kamala faced on the campaign trail (aside from generally being an incompetent whore) was that she had jack shit to show from her 4 years as VP. If Vance is asked about his experiences and qualifications he will have a whole laundry list of things to point to by the end of this term.
