People should literally write their senators and rep in support of ending the H-1B, L-1, and Indian migration entirely.

The GOA sends postcards that you just need to put stamps on. I wonder if I can do something similar with USIPS.
The visa statutory regime is complex and filled with loopholes that Indians will take advantage of. They openly talk about it on places like /r/h1b. A form letter that recommends how to specifically close particular loopholes would do more than just telling congressmen "ban h1b!!!!" Because, believe it or not, congressmen aren't usually any more educated, experienced, or knowledgable than normal Americans, so they don't even know what to be looking to change.

Both senators and the rep. You can also write secretaries for different departments.

If I had democrat reps I'd write even more than I already do, just postcards with messages like "I support pausing all immigration and will be voting against you" every week.

I see how normal people react to being demoralized. I bet you can demoralize politicians too.

Do you think scheduling face to face appointments with local state reps and senators can achieve anything?

Your senators and reps as Null said, and you can also write to your state senators and reps and your governor. Other states legislators too.
Politicians talk, and many are spineless cowards who will go with however the winds blows. Even if they drone on about how they oppose it or whatever. If they start to think it’s their asses or the pajeets, you can bet bottom dollar that they’ll draft a law that will make the Chinese Exclusion Act look like child’s play.
