Bolt actions do better at longer ranges due to there being no moving parts that can cause a POA POI discrepancy.
I poked at some drop tables for various factory loaded 30-06 rounds to see if I could come up with a plausible reason for a neck hit. The 2 scenarios I came up with are either the rifle was sighted for 300 yds which would put the point of impact 4-5.5” above where he was aiming for IE a center of mass shot turned into a neck shot. Other option is it was sighted for 100 yards which would put the point of impact 3-4” below where he was aiming IE a head shot turned into a neck shot.
