I'm probably going to get ripped to shreds for saying this (and there would very likely be ways to get around it) but making it so that new users have to register on an actual computer would filter out a lot of undesirables. The desktop requirement would just be for the registration page though.

It would not work only because the sort of people you wanna keep out don't use this website anyway. Android users are too simple-minded to sign up to anything via a browser, they only ever use apps they download off the Play Store.

If you really want to keep the annoying ones from signing up, you could always force them to sign up through tor, but it makes ban-evading less blatant due to the way tor works.
