Which would launch an investigation within the health care system around there, It could basically show to other potential clients, that you make bad enough behavior, other agencies will find out, which would prompt an investigation thus getting health care workers in trouble. Even if they know all about Andrew's history, they can't admit that they know about him and refuse to take him because that would be proof of a HIPAA violations wouldn't it?

That gets into an interesting question. HiPAA is not an immunity shield for fraud. If he's not actually ill and is abusing the system that can be reported.

HIPAA does not apply to Doctors conferring with each other over a patient. That's how the Doctor referral system works, after all.

And remember it's one of the key moments in Exploring Andrew Ditch's Munchausen Syndrome - When Doctors suspect a Munchie defrauding the system, they have a responsibility to inform their peers in the hospital so that everyone is prepared to deal with the Munchie. HIPAA is only violated when the information is passed along to people not qualified to view it..
