Letting the percentages go up to 120% is an interesting style choice.

I'm guessing he decided (or maybe the staff too) that since he got the majority of the vote in the election that means half the country should be considered Republican for the polls and if those polls instead are basing their stats on actual population of Republicans versus independents/democrats, that there must be shenanigans at play. In which case, a poll strictly of Republicans looks to him (and maybe his people) as a more accurate look of how popular their actions have been.

Odd way of coping, but I feel like it'd explain their confusion over how unpopular their policies have been thus far.

So far this year, he's signed almost 147 executive orders, 37 memos, and 50 proclamations. Makes sense that he could lose track of which order he's signing when given he's rushing through them at a pretty rapid pace.
