Nobody in China wants to invest in that way, and its a pretty useless metric for their actual performance. It'll be a bit hard to keep an eye on the state of things, what with the high levels of state media control. Difficult to trust their manufacturing indexes and other performance indicators when the numbers are already admittedly being massaged to 'adjust' for corruption and overreporting, wouldn't be hard at all to fudge it a bit more or less.
