There's a wildlife preserve here that's able to do that, I'm not sure exactly how it's regulated since I know it can't be sold. But basically whenever the wardens cull an animal they test it for diseases (that's part of why they cull) and then have it butchered and the meat goes to a food shelter that's able to give it away before it goes bad
I think the point he's making is that as long as people can support themselves, protect themselves, and have comfort from their entertainment, people could care less of what civic matters happen in the country.
