i'm not an econfag but from what i understand, it would be taking money that is essentially flowing out of the country on its own and rerouting it into local economies across the entire country basically directly proportional to how many people live there. niggers and retards will blow all 5k immediately and hyperstimulate the local economy of whatever their chosen vice is, and others will spend a decent chunk on some purchase they've had an eye on for a while but couldn't justify, and save the rest.

The lacking beasts of burden and general animal husbandry was a very big deal in preventing development of a civilization. I would argue that a homogeneous people group isn't necessarily a good thing for the development as a civilization since trading and interacting with various peoples and nations leads to improving a civilization's success. All the wars, diplomacy, and trade routes benefited European, Asian and Ancient Mesopotamian civilizations greatly. There wasn't enough "diversity of thought"( if you will excuse the terminology) for Native American tribes to build upon, even if they conquered and interacted with one another. A homogeneous people group serves to preserve culture, rather than evolve it which is why globalization is messing up a lot of cultures.
