It's not much of a stretch. I'd argue that's less pro criteria and more common sense planning, but it seems to have gone off too well for it to be your average Joe Shmoe. Could also be someone (average person with enough prep time, former law enforcement, veteran) that lost a loved one that was very near and dear to them due to complications with insurance coverage. Cliche vengeance plots aside, I like to think that this was a symbolic (as another puppet will be installed in his place) win for the little guy.
