It normalizes rioting, having based opinions etc. If things get too put of hand, and the response is a total one sided oppression a part of the society will simply stop thinking anything the system does is legitimate. If that happens you can't glue society together again for a while.

Considering the leadership in European countries hate their people, they will just go nuts with trying to beat the dissenters. It may backfire in the long run.
