Very likely. Bukele may not even be directly at fault beyond cracking down on gangs. It would be smart to flee a country that is going to dump you in jail.
The statement may have been a shot to Bukele that he needs to stop them from fleeing.

Barbara Jordan - She is explaining how the impeachment process works and how hard it is to successfully impeach a sitting president. Of the modern post-war members of Congress, she was one of its greatest orators ever. She sounded like a Kennedy (from many years studying in Massachusetts), but she was from Houston. When she was in the Texas legislature the old white oilmen and lawyers called her "The Voice". Her oratory skills rubbed off on her close friend, Ann Richards.
Ann Richards - The second woman Texas put in the governor's mansion was a big-talking lesbian from Waco. Her ability to sound like an angry wife that caught her husband drunk was legend; and when she ran for governor it once again got the oil and cattlemen tycoons to not put up much resistance. She was the last Democrat governor of the state. This is the speech she is most noted for: the keynote of the 1988 Democratic National Convention
Abraham Ribicoff - The US Senator from Connecticut with a scrap of paper delivered a thundering damnation of the Democratic party machine, in particular Mayor Daley of Chicago, in the 1968 Democratic National Convention. Daley practically insured that there would be chaos both inside and outside the convention, as his cops beat the ever loving shit out of the Yippies, while he was inside the convention working with other big DNC bosses trying to crown Hubert Humphrey.
Daley shot up in his chair and mouthed "Fuck you, you fuckin' Jew!", which viewers on CBS saw on live TV, though no one caught it on mic.
