Being an online-only game with anti-cheat, modding is not possible. At least, not without being banned. There was an exploit found once that allowed people to make custom cosmetics (thus bypassing the cosmetic store in the game) and it was patched out almost immediately (any other change would take months which the devs brush off as standard because they work "so hard")

Kinda. Meg was originally intended to be black but this was never implemented as far as I'm aware, even in the early versions of the game. It was probably a good choice on their part not to make her black, because having a black woman with a single mother noted for her athleticism with perks like "Sprint Burst" and "Quick & Quiet" might not have been a good look. I don't think they ever officially stated that was the reason for the change, though. Someone more knowledgeable can correct me if I'm wrong.
