He made it about halfway up the tower. If they hadn't been trying to catch him he would have climbed even higher in the same amount of time. They probably could have saved a lot of trouble just by posting two guys at the top to arrest him when he got there, not like he would resist at that point. I mean shit, he might be insane but he clearly knows how to climb a tower.

That's why I brought up natural selection. The only things stopping him from reaching the top were the police and exhaustion, and the police seemed to be having a hard time. If he was strong enough he would have made it to the top. Now we'll never know.
