Anyone who joins the Scottish Rite can become a 32nd degree. It's a fairly simple matter of memorizing the script and no one black balling your petition to advance, which they would only do if they saw you as disingenuous or trying to speed run without having a decent amount of time to self reflect.
The 33rd degree is more what you're thinking of. It's invitation only and it's membership is typically filled with more prestigious people, at very least those who have put in heavy charitable work in their community.
