There's enough curious grammatical error in there to conclude that this was probably created by a foreign asset or something.
And if you were working in the disinformation mines, why wouldn't you take this approach? The side retarded enough to just buy it up wholesale justifies every knot in their pretzel-logic with the blanket assertion, "those other people are why the country is bad. They dislike Putin, but according to this, he wants peace, so really they want war!" Said other people are baffled at how anyone could fall for something that blatantly false. Nevertheless, both sides grow to hate and distrust each other. The people who aren't stupid enough to fall for this, but who are sympathetic to it, declare that it's a false-flag generated by their ideological opponents. The cycle goes on.
I'm reading through Jonathan Haidt's "The Righteous Mind," which was written some ways ago yet remains poignant now more than ever. The extreme discomfort that very comfortable people feel towards ever being wrong is ludicrously exploitable. Better yet, throw in topics for which there can never be a "correct" moral code or government policy (abortion), and you have a basket for continual disruption and partisanship. Provide an avenue by which people can ensure they never escape the comforting world of like/dislike, and you've found quite the achilles' heel for democracy.

Tell you the truth, I'd prefer a Khrushchev-esque policy of peaceful coexistence between us and Russia - that is, "You don't try to overthrow us, we won't try to overthrow you" - but I don't know if that's really possible at the moment.

Not as much of a take as "Russia actually won the Russo-Japanese War because they killed more Japanese, even though the Baltic Fleet was completely wiped out, and it was all the Brits' fault."
Though he probably should add some more parentheses around "guess by whom"... even though I don't know who the "whom" that made the October Revolution possible is supposed to be (the Germans? the Jews?)
