I think you're confusing the relative consistency and entrenched nature of the foreign policy complex established by George H. W. Bush with domestic American politics, which are, ironically enough, of a far more "rapid" pace.

And even then, American foreign policy can and has changed significantly. Compare the entire H. W. Bush-Clinton-W. Bush-Obama-Biden foreign policy apparatus to that of Trump's. They're basically incomparable in both foundation and effect.

Even insiders within the fopo elite cabal have shifted dramatically. Clinton in 1993 would have glassed the Iranian coastline if they interdicted South Korean shipping. Biden in 2021 just ignores it.

The launcher can be reused, it's the AT4 launcher that is useless once fired. While the sensors may need to be maintained, if one can keep it in working order and find a couple extra missiles, I wonder what precautions the USSS will be taking on President Biden next trip to Europe.

Even if the U.S. did the right thing and set up a democratic, free and fair referendum about possible partitions of the land with peace as the key goal, this sets a dangerous precedent. This would give leeway for China, Russia and the like to invade their rivals, prop up fake referendums on their new puppet states, all of which would "surprisingly" either join the invaders soon after they are done or simply act like puppet states. No President would do this!
