The American glowies can instill more fear for less work in Americans, because American plebs are allowed a certain degree of prosperity and good living, which can be leveraged with threats to take it away. The Soviet glowies, notably wrt behaviour of the Beria-era NKVD, had to be more extreme to force compliance, because their plebs had nothing left to take away.
