The only reason you'd want to open an account in Belgium would be the "Basisbankdienst" (Basic banking service) which means that you cannot be denied an account for basic banking services like sending and receiving money (unless the account is used for fraud/ laundering money etc etc)

This is the government site ran through translate and it's accurate so far.


HOWEVER
- Depending on how the laws are interpreted you can be royally fucked over in regards to things like hatespeech and holocaust-denial (not just denial as a whole but minimalisation or approval as well) carry some pretty strict penalties, and would render you ineligble for this service. I'll look into it some more, but so far, international privacy law in belgium states that they have no jurisdiction and youll be tried in american courts. Since the Farms are hosted in the US as well, it'd make it pretty difficult to argue for belgian jurisdiction.
- Most banks require you to live in Belgium or have an address here, which would invalidate the previous. I checked and you need to be a natural person living legally within the EU.
- the account needs to be opened in person (at least with BNP paribas. I'll check some other banks)

Peter R de Vries's shooting aftermath was posted this year as well (A famous dutch crime reporter), even though the police told them to remove it, they just told them to fuck off and nothing came from it.
There was a case in 2009 about a video of a lawstudent showing his personal information posted on the site but the bank never had to do something about it, guess that's more of a where the website is hosted issue?

There is one exception, you could apply to BNP Paribas but it's a case of your mileage may vary, definitely worth a shot. It's true that they let Dutch companies get away with nigger speech, but that's because they're dutch companies owned by dutch nationals, the story is different for you.

If BNP approves you, you will have no issues around seizing/accounts being closed. The real problem lies around opening the actual account, very unlikely.

After all I read, in Bulgaria it's mostly unclear if you as the host are responsible (a.k.a no one knows and no one gives a shit). In 2015 the Chamber of the Low Court of Human Rights (ECtHR) spoke about this issue in the case of Delphi (some estonian news forum) v. Estonia when they tried to resolve the same questions you ask. They said that the host is responsible, and not the posters, and they recommended that all EU countries should treat their forums the same way.

You are never safe from law enforcement in the Europe.

I wouldnt care so much about the local laws, its more important to insulate the bank account from the rest of operations.

You can get bank accounts in pretty much every country in the EU if you have a firewall to protect the website from falling under EU laws.
worst case would be losing a weeks donation to the Government. the government will come for you and will break some laws to do it. but they will take alooong time to do so.

you also missed a couple of countries, almost all Tax heavens in europe and the Caribean use Sepa.

But their donation site is pretty positive, they are working with alot of payment services, so they need to have a banl account somewhere and dont havent gotten canceled by anybody.

there are also ways of using SEPA from outside Europe. but i guess no american bank will let you have a vrtual bank account.

there are also ways in europe to pay directly in crypto. maybe that would be a quick fix (you have a crypto wallet and all it needs is an explaination how it works in a post).

The federal government has also decided to put an end on bank secrecy, so you will have to be comfortable with the revenue service being able to look into your account at will.
As for hate speech laws, I saw a lot of people saying that belgian law was way too soft on hate speech, because it's actually related to freedom of the press. However, it doesn't matter if Null is tried in America. And the European Parliament is trying to get social media sites to regulate hate speech harder.
