Muncie PD is aware. The FBI will be made aware through the cyber tip line. I think that's enough, as @AnOminous said if they get spammed with reports, they might disregard him. Be aware though that they won't tell us if they're doing anything, and it'll take a while for anything to happen if it does. Investigations take time, and they'll want more solid evidence than his internet activity. Archive everything, because he may well go on a DELETE EVERYTHING spree if he thinks the heat is coming down on him.

Because I might do it soon if nobody's done it yet, I have all the archive links saved in my bookmarks and I know somebody who is involved with the police and they told me that the sooner the better, it can't be postponed, especially since his local police has already been notified that he exists and is a potential threat.

That being said, we should definitely report this though. Especially since it is likely that James might get another victim.
