Boomer judge is right. If one zooms into an image, pixels will be interpolated by a scaling algorithm. For resolutions that are an even multiple of the original resolution, this effect is minimal, but pixels are still inserted. For any other resolution it can drastically change the image. The Wikipedia article on Image Scaling covers this and has a comparison of different algorithms. If the court requires literally no alterations to an image, then it can not be resized.
